The humble Petition of the Under-

signed respectfully sheweth:

I.

Your petitioners are all members, other

than the Chinese, of the subordinate staff of the Civil

Service of Hongkong.

2.

On the 14th. June last, your petitioners

jointly addressed a letter to the Hon'ble the Acting

Colonial Secretary preferring a request to His Excellency

the Acting Governor for a consideration of the inadequacy

of their salaries as compared to the hard conditions of

living in Hongkong which have prevailed for some time

past in the Colony. In this letter, your petitioners

presented a brief statement of the reasons which had

urged them to make the joint request. Your petitioners beg leave to attach hereto (Enclosure 1) a copy of their

letter aforesaid to the Hon'ble the Acting Colonial

Secretary.

On the 22nd August, in reply to their

letter, your petitioners were informed by the Hon'ble

the Acting Colonial Secretary in his letter No. 1479

(copy also attached- Enclosure 2) that the Officer

Administering the Government regretted he was unable to

grant their joint request. This letter from the

Hon'ble the Acting Colonial Secretary does not give any

reasons which led to a determination so wholly unfavour-

able to your petitioners.
